Haha, Kathy, I think it means he loves his lover more. If he gives the life jacket to his lover, there is no chance the lover will drown. In case of his friend, he has to help him/her himself, meaning two people have to survive. So he rather risks his life and give the life jacket to his lover and go through the hardship of helping his friend rather than the other way around.
